General Information
Registration
You can register to vote or update your registration information:
- online
- in person at your elections office or location with a deputized Registration Clerk (registrar) such as your village Mayor’s office or your public high-school or college campus.
- when you apply for a driver's license or Guam id
- when you apply for an absentee ballot
- at the Election Commission Suite 202 of Oka Building in Tamuning
You'll need to update your registration if you change your name, move to a new village or miss two consecutive elections.
Election Day Voting
Polling places are open from 7am to 8pm on Election Day.

Early Voting
Any qualified voter may cast a ballot early during the Office Absentee Voting Period at the satellite offices of the Guam Elections Commission.
Absentee Voting
You may cast your absentee ballot early in person. If you are homebound because you are ill or disabled, you may vote by Homebound Service. You may return your application by mail, or by email if you scan your printed application. Alternatively, you can designate someone to return your application to the GEC office in Tamuning.

Eligibility Requirements
You are eligible to vote in Guam if you:
- Are a U.S. citizen
- Are a resident of Guam
- At the age of 16 or 17 as long as you will be 18 by the time the next election occurs
Every person that meets all eligibility requirements to register and is sixteen (16) years of age or older, may preregister to vote.
You are NOT eligible to vote in Guam if:
- You are confined to a mental institution
- A judge has specifically ruled that you are not able to vote.
- You are in prison or detention or jail or penal institution
Restorative Requirements
- If you have completed a felony prison sentence, even if you are still on parole or probation, then you are immediately eligible to register to vote.
Identification Requirements
Voter Registration
To register to vote in Guam you should provide one of the following:
- Your Guam Driver's License Number
- Your Guam ID Number
If you do not have these IDs, you may provide:
- Last Four Digits of your Social Security Number
Voting In-Person
- Valid US Passport
- Current and Valid Photo ID
- Valid Tribal ID
- Valid Student ID
- Valid Military ID
- Valid ID Issued by another State
- Valid ID with photo issued by a Government Agency
- Valid Guam Driver's License
Witness / Notarization Requirements
Absentee ballots must be placed in an Affidavit Envelope which is to be notarized by GEC staff.
